Objective

Product / Certification: Product certification is a crucial requirement for marketing items in both national and international markets. By adhering to all necessary criteria, certification enhances the product’s value, affirming its verified quality and promoting it with credibility.
Ordinance 131:2022 of 03/23/2022 came into effect on 05/02/2022. Replacing Ordinance 640:2012.

Scope of certification

Certified products:

  • Cable: A set of stranded wires, whether insulated or not.
  • Wire: A solid, flexible metal product with a consistent cross-sectional area and a length significantly greater than its largest cross-sectional dimension.
  • Conductor: A metallic product with a consistent cross-sectional area and a length significantly greater than its largest cross-sectional dimension, used for transporting electrical energy or transmitting electrical signals.
  • Cord: A flexible cable with a small number of insulated conductors, each with a small cross-sectional area.

Maintenance Stages: After the Certificate of Conformity is granted, Associação IEx monitors the Certification at six-month intervals (every six months) to ensure that the technical and organizational conditions registered at the start of the process continue to be met. This monitoring involves a Quality Management System Maintenance Audit and Maintenance Testing for certified products with an Object Registration Number in the INMETRO system.

Need for Registration: Inmetro registration is a mandatory process for certain products, particularly those deemed hazardous to health and safety, to ensure they comply with the quality and safety standards established by the Brazilian National Institute of Metrology, Quality and Technology (Inmetro). Products requiring Inmetro registration include, but are not limited to, household appliances, wires and cables, toys, and electrical equipment.

Additionally, the manufacturer must provide complete and up-to-date documentation demonstrating that the products adhere to the relevant standards and regulations.

Upon successful completion of the registration process, Inmetro issues the Conformity Stamp, which must be displayed on all approved products. This stamp assures consumers that these certified products, with active registration, meet the quality and safety standards set by the institute.

In addition, it provides consumers with confidence in their product choices and protects them from unreliable or hazardous products frequently encountered in the market today.

Summary of the Requirements for Product Certification:

  • - Identification of the model subject to certification, including a technical description and a list of all marketed brands.
  • - List of the models within the family being certified, with technical descriptions and a list of marketed brands, if applicable.
  • - Photographic documentation of the object, including external and internal photos of all sides, with images of labels, logos, warnings, inputs, outputs, and activation buttons, where applicable. The minimum resolution must be 800 x 600 dpi.
  • - Descriptive memorial detailing the design of the object, its critical components, suppliers, and any existing certifications. It must be translated into Portuguese if it is in another language.
  • - User manual in Portuguese, including instructions for assembly, installation, disassembly, uninstallation, handling, operation, cleaning, maintenance, warnings, and other relevant information.
  • - Drawing or artwork of the primary, secondary, and/or tertiary packaging, if applicable.
  • - Documentation demonstrating the handling of customer complaints for all marketed brands.
  • - Documents related to the manufacturer's Quality Management System applicable to the object to be certified, as outlined in Tables 2 and 3 of Item 6.2.3.1 of Inmetro Ordinance No. 200:2021 (RGCP). These can be audited by IEx.
  • - Valid certificate issued in accordance with the current edition of the ISO 9001 Standard or ABNT NBR ISO 9001 Standard, covering the production process of the certification object, if applicable.
  • - Identification of the certification batch, including quantities and manufacturing batch(es) of the model(s) to be certified, in the case of Model 1b.
  • - Import License (LI) or Import Declaration (DI), for products imported under Model 1b.
  • - Documentation proving the classification as a micro or small enterprise (MSE) of the manufacturer requesting certification, if applicable.
  • - List of raw materials and their respective suppliers.
  • - Technical specification of the product.
